ebb and flow: (조수처럼) 밀려 왔다 밀려 갔다 하다, 성쇠를 되풀이하다, 변동하다

I saw the ebb and flow at the seaside. 

 

ebb: 1. 동사  격식 빠지다, 썰물이 되다 (=go out), (↔flow) 2. 동사  서서히 사그라지다[약해지다] (=decrease)

1. the flowing back of the tide as the water returns to the sea (opposed to flood, flow).
2. a flowing backward or away; decline or decay: the ebb of a once great nation.

e.g. The consequences of such a situation, however, are mixed. In a world made up of ebbs and flows, flux and change, we never really achieve; we only sample.
